On behalf of America’s public transportation industry, which directly employs more than 435,000 workers and supports millions of private-sector jobs, I write in strong support of S. ____, the “LOCAL Infrastructure Act”. This bill restores the ability of states and municipalities to issue tax-exempt advance refunding bonds, a key issue identified in APTA’s Recommendations on Surface Transportation Law.
Municipal bonds are an essential component of state and local government projects that have built our national infrastructure system. Advance refunding has allowed state and local governments to save billions of dollars and spend taxpayer dollars more efficiently.
