Description: The memorandum and its attachments clarify and update the Department’s process for the review and clearance of guidance documents. The procedures set forth are designed to ensure that DOT guidance remains consistent with Administration policy, understandable, and readily accessible to the public. Subject to the qualifications and exemptions described in the accompanying Appendix A, these procedures apply to all guidance documents issued by all components of the Department. This memorandum supplements and qualifies prior DOT directives on guidance practices.
