Safety and Security (Crime) Data Problems
(A brief discussion on why much safety and security data are non-comparable.)

SAFETY (NON-CRIME)
NOTE: Beginning in 1997, data are available for both directly operated and purchased service for all systems.  For 1995 and 1996, data are only available for directly-operated service and those purchased service providers operating 100 or more vehicles at any time; purchased service providers operating less than 100 vehicles were exempt from providing safety data.

SECURITY (CRIME)

NOTE: Beginning in 1997, data are available for both directly operated and purchased service for all systems in urbanized areas of 200,000 or more population.  For 1995 and 1996 data are only available for directly-operated service and those purchased service providers operating 100 or more vehicles at any time in urbanized areas of 200,000 or more population; purchased service providers operating less than 100 vehicles and all agencies in urbanized areas with less than 200,000 population are exempt from providing security data.

CAUTION: 1995 WAS THE FIRST YEAR SECURITY DATA WERE COLLECTED BY THE FEDERAL TRANSIT ADMINISTRATION.  MANY AGENCIES ARE NOT IN COMPLIANCE WITH FTA REPORTING REQUIREMENTS DUE TO INABILITY TO OBTAIN COMPLETE INFORMATION FROM LOCAL LAW ENFORCEMENT AGENCIES IN THEIR AREAS.  DATA IN THESE TABLES ARE INCOMPLETE IN MANY CASES AND SHOULD NOT BE USED IN COMPARISONS.

Other Crimes and Property Damage
CAUTION:  Data reported are NOT comparable between transit agencies.  Offenses such as vandalism, drunkenness, and fare evasion are reported if an arrest is made, but are not reported if only a citation is issued or the perpetrator is unknown.  Because some security agencies may arrest people for such offenses, while others may only issue citations, these data are inherently non-comparable.
