On April 14, the U.S. Senate voted 93 to 1 to invoke cloture, and thereby limit debate, on the motion to consider H.R. 1195, which makes technical amendments to the Safe, Accountable, Flexible, Efficient, Transportation Equity Act-A Legacy for Users. The bill was sent to the Senate floor.
While the bill does not include provisions important to public transportation, and is a legislative vehicle dealing only with highway provisions under the jurisdiction of the Senate Environment and Public Works Committee, EPW Chair Barbara Boxer (D-CA) will offer a manager’s amendment that includes changes to the federal transit program.
The manager’s amendment will include provisions that allow the use of a portion of federal funds for operating costs in Fiscal Years 2008 and 2009 by transit systems in urban areas whose populations increased in the 2000 census from less than 200,000 to more than 200,000, causing them to lose the authority to use federal transit funds for operating purposes.
