APTA has no comment at this time on procedures for fair and competitive
bidding by Amtrak and non-Amtrak operators for State-supported intercity passenger
rail routes. However, the notice raises a number of issues that are of interest
to APTA's membership and the growth of public transportation. APTA requests
the opportunity to stay involved with FRA as discussions continue as they
pertain to intercity and commuter rail services.
