Public-Private Partnerships Task Force

The APTA Executive Committee established this task force in November 2006 to develop a set of specific policy principles as it relates to innovative financing.

  1. U.S. DOT's Urban Partnership Agreements: This December 8, 2006 Federal Register notice of solicits applications to enter urban partnership agreements. Under this program, metropolitan areas that utilize pricing and other strategies designed to address traffic congestion can receive financial assistance through New Starts (notably for BRT), TIFIA loans or authority to finance through private activity bonds.

  2. FTA Notice on HOV Lane Conversion to HOT Lanes: A January 11, 2007 Federal Register notice by the Federal Transit Administration in which FTA clarifies and revises the terms on which jurisdictions may continue to receive Federal transit formula funds for HOV lanes following their conversion to HOT lanes.

  3. FTA Public-Private Partnership Pilot Program: This January 19, 2007 Federal Register notice announces FTA's new Public Private Partnership Pilot Program, and solicit applications. Pursuant to SAFETEA-LU, the program will study projects that utilize methods of procurement that integrate risk sharing and streamline project development, engineering, construction, operation and maintenance.

  4. Model State Legislation: State legislation is required to authorize P3s and to establish a framework for them to operate and succeed. The attached legislation was recently proposed by the Federal Highway Administration to help states remove or reduce barriers to private investments in transportation infrastructure. It was designed to be applicable to highways, transit, railroads, airports and seaports.
