Regional Transportation Authority (RTA) – Executive Director
The Regional Transportation Authority (RTA) located in downtown Chicago, is currently accepting applications to fill the position of Executive Director. Under the direction of the Chairman and the Board of Directors, the incumbent:
1. Oversees the formulation of strategic plans and programs for the RTA to promote transit in the region consistent with the plans and policies of the RTA Board. Coordinates with CTA, Metra and Pace to assist in the development, review and evaluation of their long-range and capital plans, as well as the implementation of the plans throughout the region. Evaluates the short and long-term capital and system plans developed by RTA staff.
2. Ensures Board members have information and sound alternatives to make public policy decisions which benefit the transit system and meet the needs of customers. Coordinates and participates with the Board in the development of policy statements, and the review and evaluation of short- and long-term objectives and strategies.
3. Directs the work of RTA and Service Board task force committees, RTA Board committees and regional agencies to ensure the effective coordination of RTA regional plans and objectives. Participates with external agencies such as CMAP, the region’s MPO, in the regional planning process and developing public policies regarding transit.
4. Oversees the development and compilation of the region’s operating and capital budgets with the assistance of the Chief Financial Officer, other department heads, and the Service Boards (CTA, Metra and Pace) for approval by the Board. Recommends any revisions necessary to budgets or fare box recovery ratios and presents the budget for approval by the Board. Delivers scheduled budget reports to the Board on a timely basis. Directs all RTA departments in the development of their annual budgets to ensure compliance with budgetary guidelines.
5. Oversees the implementation of specific legislative mandates including ongoing strategic planning which incorporates regional, sub-regional, and agency and Service Board performance measures and standards and an annually updated ten year financial projection for the entire system and evaluates Service Board budgets and programs against the strategic plan as approved by the RTA Board.
6. Oversees the development of a five year audit program that regularly reviews the finances and operations of the Service Boards and the implementation of all audit recommendations made by the Illinois Office of the Auditor General.
7. Provide specific and ongoing oversight of the Pace ADA paratransit program to ensure it is minimally meeting ADA requirements in the most cost effective and service effective manner and oversee the development of programs and strategies that assists and encourages people with mobility disabilities to use accessible fixed route services.
8. Develops and implements strategies for the acquisition of additional financial assistance from local, state, and federal governments to meet the regional system’s capital and operating needs and to achieve the long term strategic plan as adopted by the RTA Board.
9. Responds, as appropriate, to media and public requests for information and decisions on RTA services and policies, and serves as the representative of the RTA to the general public as directed by the Chairman.
The ideal candidate should possess a Masters Degree or knowledge, skill and development equivalent to the completion of a Masters degree in Business, Public Administration, Transportation Management, or a related field, or additional equivalent work.
Qualified candidates must have proven transportation and management skills and a minimum of 15 years of related experience gained through increasingly responsible positions in executive, legal and/or government management in a comparable transportation organization. It is also preferable that the incumbent has previous experience working in a senior management role. Ideal candidate will be: a forward-thinking and creative individual with high ethical standards and an appropriate professional image; an intelligent and articulate individual who can relate to people at all levels of an organization; and a strategic visionary with sound technical skills, analytical ability, good judgment and strong operational focus. Prior experience in negotiations and persuading groups with opposing viewpoints is highly desirable. Ability to interface with the public, make effective and persuasive speeches and presentations on controversial or complex topics to the Board and outside parties is essential. Must have advance analytical and problem solving skills, inductive and deductive reasoning ability, conflict resolution, facilitation and negotiation, mathematical, project management, organizational, and computer skills.

REGULATORY OVERSIGHT
As the largest transportation provider in North America, MTA Metro-North Railroad delivers safe, reliable service to more than 1 billion customers each year. We are currently seeking a Director, Regulatory Oversight. In this position you will act as Metro-North’s primary representative in all legislative, regulatory and public rail transportation industry forums and/or meetings in which Metro-North has a vested interest (e.g. RSAC, APTA, FRA, AAR, and NTSB).
RESPONSIBILITIES
- Represent MNR on all RSAC/APTA/FRA committees governing rail operational and safety related issues. Ensure MNR has the opportunity to communicate its concerns about proposed legislations and/or changes to current operational protocols and procedures.
- Provide guidance to ensure proper interpretation, application and compliance with all Federal and State operating rules and special instructions.
- Ensure through the implementation of new or the revision of existing programs, procedures and protocols that the regulatory impact(s) of the Rail Safety Act of 2008 are effectively and efficiently managed so all requirements are fully met.
REQUIRED QUALIFICATIONS
- Bachelor’s Degree in Business, Transportation Management, Industrial Relations or related field. Demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of degree.
- Minimum ten (10) years in a progressive management capacity, with experience working in a regulated environment, which requires regulatory oversight; minimum (7) seven years managing other management personnel or experience in a regulatory function in the rail industry.
- Excellent familiarity with Federal, State, and local regulations, codes and ordinances, and standards pertaining to rail-transit operations.
- Excellent organization, planning, management and coordination skills to plan, direct, control and implement programs that are required to ensure that Metro-North is in compliance.
- Ability to work effectively with all levels in the company, APTA, FRA, NSTB, etc.
- Strong knowledge and understanding of the relationship between Rail-Transit Operating rules and physical characteristics and of train handling instructions as they apply to Rail-Transit Operations.
- Strong ability to identify and correct unsafe conditions and work practices.
- Ability to travel anywhere in North America up to 50% of the time.
